Our 2008 Property Tax Ballot Question

The Montgomery County Board of Elections has certified that we have turned in sufficient valid signatures to place a Property Tax ballot question on the November, 2008 ballot.  The amendment will increase from 7 to 9 the number of votes on the county council needed to exceed the charter property tax limit.

 The charter limits  county property tax revenue increases from year to year, not counting new construction, to increases in the Consumer Price Index.   When the charter limit was passed by the voters in 1990, it was expected that the council would override it only in emergencies.  And for 13 years the council stuck to the limit.  Then, from FY03-05, the Michael Knapp-led council  exceeded the  property tax limit three years in a row.
This year the Knapp-led council exceeded the charter property tax limit by more than all the other previous years which they exceeded it put together, giving us a whopping 14% increase in property tax bills in addition to a 10% increase in energy taxes.  Now county officials are saying they are facing a large "deficit" next year which will lead them to call for an even larger property tax increase next year!
This year is a particularly bad time to increase property taxes.  Family budgets are tight.  Metro, water and electricity bills have greatly increased.  Gasoline and milk have topped $4 a gallon.  The stock market is a bear and we are in a recession.  We have seen 20% increases in the state sales tax, a 20% increase in the car tax, an 18% increase in the corporate tax and a huge increase in the state income tax of up to 52.63%, championed by State Senator Rob Garagiola.  The 16% of Marylanders who live in Montgomery County will pay well over 60% of this state income tax increase!
There are 150 foreclosures a week in Montgomery County.  Exceeding the property tax limit will causes hundreds more foreclosures and price thousands out of the County housing market.  Many home values have dropped below assessed values.

Meanwhile the county budget has increased from $2 billion in FY98 to $3 billion in FY04, to $4.2 billion now, while the population has increased less than 10%.  We need to eliminate waste rather than increase property taxes.   SAVE OUR HOMES!
